Gas Engineering Project Manager

An International Energy Company is looking for a Gas Engineering Project Manager with 3-5 years experience.
Description        • To head a department responsible for all technical and contractual aspects of developing gas transmission and distribution systems throughout Nigeria, including studies (preliminary), conceptual, front-end and detailed engineering design, cost estimating, permitting (PTS, EIA, OPL ), land acquisition, materials procurement, construction, inspection, testing and commissioning.
• To devise and manage appropriate contracting strategies in line with Group Business Principles, so as to ensure that the facilities (Pipelines, Pressure Reduction & Metering Stations) are constructed in a timely and cost effective manner in accordance with statutory requirements, company codes of practice and best industry practice, in order to meet contractually agreed gas delivery dates.
• To manage the company's interface with government agencies and local communities.
• To ensure that all company activities meet statutory and Group HSE standards.
Key Deliverables:
• Lead and manage engineering team.
• Develop necessary skills within the team and appropriate systems in order to maximize team performance.
• Develop concepts and execution strategy for new gas projects
• Plan activities for the gas supply projects such that available resources are efficiently utilized and targets are met.
• Provide the framework, resources and management systems required to manage and control the execution of several concurrent projects, and create an effective work environment within the project team, ensuring teamwork and motivation.
• Ensure close liaison with the Marketing, Operations and Finance departments.
• Ensure economic design and construction of gas processing transmission and distribution infrastructure with demonstrated cost savings.
• Prepare project cost estimates to facilitate preparation of sound project economics, and contribute to the preparation of annual budgets and the Company business plan.
• Determine and obtain approval of project execution strategies and prepare the Project Execution Plan.
• Initiate and manage service agreements with other Departments, where required e.g. Geometrics / Cost Estimating / Procurement / Lands / Legal and HSE.
• Develop, award and manage all contracts relating to the design, permitting, material procurement, construction and inspection of pipelines and associated facilities, including the handling of contract negotiations and claims, seeking the promotion of Nigerian content in contracts and technology transfer to staff.
• Ensure that statutory approvals for gas projects are obtained from the relevant authorities (DPR, FEPA, Fed./State Governments) in a timely manner without disruption of the project plan.
• Ensure adequate liaison with host communities to maintain cordial relationships such that all gas projects are completed without disruption of the project plan, through the establishment of a well focused, pro-active community assurance/liaison initiative, with a view to promoting a long lasting relationship with the involved communities.
• Manage the acquisition of land, and manage the handling of disputes, claims, and litigation.
• Implement the CASHES management system, and monitor the Safety performance of the Company.
• Establish and maintain business, technical, security and resource controls, including audits, reviews, HAZOPS and cost challenges, in order to ensure that project objectives are met. Ensure that safety, technical and environmental standards are safeguarded.
• Monitor QA/QC performance of the projects and ensure regular review of audit systems.
• Ensure good contract documentation, approvals and administration for all projects and maintain high quality standard of Tender Board submissions.
• Maintain Gas Projects Information Management systems.
• Provide technical support for other projects
Skills     • Must have solid Oil and Gas experience as well as management experience,
• Experience implementing projects with the Rational Unified Process (RUP)
• Experience in a Project Management Office conducting project reviews and providing governance
• Self-initiative to creatively solve complex problem
• Strong organizational skills
• Multi-tasking skills is essential to work successfully in a fast-paced environment
• Process Design and Project Implementation skills
